New Skyblock Server(PC)

Hey guys I am going to make a new skyblock server here are the reasons I can't right now!

1.) My computer that I have isn't can't run a server. I know how to port forward but it doesn't work because I can't find IPV4 on the computer.
2.) I need paypal to set up buycraft so people can pay for diamonds etc.
3.)I want to run it bukkit but I don't know how to run the plugins!
